NVI Directorates

The Directorate of Research and Development serves as the scientific engine of the National Vaccine Institute. It coordinates and supervises research into vaccines and biological products, drives the development of new vaccine candidates, and facilitates technology transfer arrangements with vaccine developers and the pharmaceutical industry. The Directorate works closely with national and international research institutions to advance Ghana's scientific capacity and ensure that locally developed vaccines meet the highest standards of safety and efficacy.

The Directorate of Manufacturing and Marketing leads the NVI's efforts to establish and grow domestic vaccine production. It develops and implements mechanisms for the establishment of local manufacturing plants, oversees compliance with relevant manufacturing standards in collaboration with regulatory bodies, and facilitates market development for locally produced vaccines and sera. The Directorate is central to Ghana's ambition of becoming a self-sufficient and competitive vaccine manufacturing hub for West Africa.

The Directorate of Policy, Planning, Monitoring and Evaluation provides the strategic direction necessary for the NVI to achieve its mandate. It formulates and reviews institutional policies, develops short- and long-term plans, and establishes frameworks for monitoring performance and evaluating outcomes across all programmes and directorates. The Directorate also supports the Institute's advisory role to the Minister of Health on matters of vaccine policy and ensures that the NVI's activities align with national health priorities and international best practices.

The Directorate of Administration and Human Resources ensures the effective day-to-day administration of the Institute and the development of its most valuable asset — its people. It oversees staff recruitment, conditions of service, capacity-building, and professional development programmes designed to strengthen Ghana's scientific and technical workforce in vaccine research, development, and manufacturing. The Directorate also manages institutional operations, maintains the code of conduct, and supports a productive and professional working environment across the NVI.

The Directorate of Finance is responsible for the sound financial management and sustainability of the National Vaccine Institute. It oversees the preparation of annual budgets and financial estimates, manages the Institute's funds in accordance with applicable public financial management laws, and develops mechanisms for resource mobilisation and sustainable financing for vaccine and sera research, development, and manufacturing. The Directorate ensures transparency and accountability in all financial operations, working in close collaboration with the Board's Finance Committee and external oversight bodies.
